Just upgrading the bill alone doesn't seem to alleviate the ATM issue. I would feel a bit more confident about using the ATMs if the article mentioned that ATMs will have the ability to abstain from spitting out counterfeits to unwary customers. Such as one that would halt a bill that didn't trigger the 'real-bill' detector. Without jamming the machine of course, and leaving the customer with only half his/her withdrawal. Thus causing an even larger rabbit-hole to climb out of.
